Russia has planned to pilot a national blockchain-based e-voting system in September. Rostelecom and Waves Enterprise are developing a blockchain-based e-voting system by the order of the Central Electoral Commission of Russia.

The e-voting system is based on the results of the research work, software and technical solutions of Russian manufacture, including a blockchain platform included in the Unified Register of Russian software. According to Rostelecom, particular attention is given to information security issues.

The first technological test of the system was conducted on August 7. Public testing will be held on August 31.

The Central Electoral Commission has decided to use e-voting platform for the by-elections of the deputies of the State Duma of the seventh convocation on September 13 in Kursk and Yaroslavl regions.

If the initial pilot proves to be a success and this newly developed platform becomes the backbone of Russia’s online electoral process, the country could be the first major nation to use blockchain technology for voting.
